This was part of the 'Horde', a collection of old swan necks found in a barn scheduled for demolition. And that's the final, definite thing I can say about it.

The lantern appears to be some sort of Well-Glass lantern, and therefore not suited to street lighting at all. It would've originally had a long glass bowl.

It's fitted to a medium sized swan neck bracket which is also unidentified.
